Manager - HS Code Classification & Transformation
Key Responsibilities
1. HS Code BAU Leadership & Classification Operations
· SKU Classification Pipeline: Lead the end-to-end HS Code classification workflow for new and existing products, ensuring requests are reviewed, validated, completed and communicated within agreed SLA without compromising classification quality.
· Classification Master Data Ownership: Maintain and improve the centralized HS Code master database, ensuring classification decisions, rationale, supporting references, country-specific differences and update history are properly recorded.
· Customs Feedback Loop: Work with country import teams, brokers and relevant counterparts to review customs queries, disputes and audit feedback, then convert recurring issues into updated classification logic, guidance notes and preventive controls.
2. HS Code Governance & Classification Framework
· Standardized Frameworks: Strengthen and apply practical HS Code classification methodologies based on WCO principles, GRI logic, customs feedback and MR.DIY product category characteristics.
· Classification Knowledge Hub: Build a structured classification knowledge base that captures classification rationale, reference rulings, product attributes, recurring customs issues and audit trails for future reuse.
· Risk Monitoring: Establish practical checks to compare internal HS Code master data against actual import declarations, identify deviations and coordinate corrective actions with country import teams.
3. HS Platform Readiness & Digitalization
· Platform Workflow Requirements: Partner with CoE, IT and relevant stakeholders to define practical workflow requirements, approval rules, user access, exception handling and reporting needs for the HS global platform.
· Data Structuring for Automation: Lead HS data cleansing and enrichment, including product attributes, classification rationale, historical decisions and exception records, to support future automation, analytics and AI-assisted classification.
· Validation Rules: Define and test validation rules that help detect missing product attributes, inconsistent classification logic and high-risk HS Code deviations before final confirmation or import declaration.
4. Process Improvement & Team Capability Building
· Continuous Improvement: Review classification workflow bottlenecks, turnaround time, rework reasons and error patterns, then implement improvement actions to reduce time-to-classify while improving consistency and quality.
· Team Capability Building: Develop HS Code team members from task coordinators into stronger classification reviewers by improving product understanding, GRI application, documentation discipline and escalation judgment.
5. Cross-Functional Collaboration & Stakeholder Support
· Upstream Alignment: Work with Procurement and product-related stakeholders to ensure required product information is complete and accurate before classification review begins.
· Downstream Alignment: Work with country import teams, brokers and logistics stakeholders to ensure internal HS Code guidance is understood, applied and updated when customs practice differs by market.
Job Requirements
Experience & Qualifications:
· 5 to 8 years of experience in HS Code classification, customs brokerage, trade compliance, import operations or high-SKU trade data management; candidates with strong operational leadership and classification exposure may also be considered.
· High-SKU Environment Experience: Experience in retail, e-commerce, FMCG, consumer goods, customs brokerage or similar high-volume SKU environments is preferred.
· Transformation Exposure: Experience participating in or leading process improvement, workflow digitalization, system implementation, master data clean-up or automation initiatives is an advantage.
· Geographic Scope: Exposure to multi-country, regional or cross-border trade operations is preferred but not mandatory if the candidate has strong HS classification and team leadership capability.
Technical & Soft Skills
· HS Classification Knowledge: Strong working knowledge of HS classification principles, GRI application, product attribute review, customs documentation and classification rationale. Deep technical expertise is preferred for Manager level.
· Data Management Capability: Strong Excel and data management capability is required; exposure to BI tools, SQL, ERP/GTM systems, workflow tools or trade automation software is an advantage.
· High-Growth Agility: Comfortable improving processes while managing daily workload, and able to operate in a fast-changing, high-volume retail environment.
· People & Stakeholder Leadership: Able to lead and coach a classification team, manage SLA discipline, influence Procurement, country import teams, brokers, IT and CoE stakeholders, and escalate issues with clear recommendations.
